The knowledge that you have been so very kind as to help

my colleague, Mr. B.J. Carroll, over many difficulties is my exoUSS

for addressing you - if you will allow this paradoxical exouse for a

further trespass upon your valuable time.

I bag to enclose original of a letter addressed to the Under

Secretary of State, of the 22d instant, and, in regard to it, would

like to write you what I cannot very well write officially,

As you

will note, on kindly referring to page 2 of the letter, I have not

stated the various reasons which, if known to the Secretary of State,

would make him agree, I think, that the Texas Company is entitled to

some kind of assurance from that gentleman.

For this reason and furthermore, in order to show the Solop-

ial Office why the long-desired settlement has not been effected even

today, I beg to enolose, in addition, copies of the following ooTTE B-
